Provision and sale of goods and services by government, usually for profit, in activities that could be undertaken by the private sector
EXAMPLES: running Solid Energy, council owned quarries, some Crown Owned Companies, some Local Authority Trading Enterprises where they are not infrastructure. Commercial activities some local councils and government agencies undertake in competition with the private sector e.g. managing a forest, selling education services to foreign students
