Utah Commission on Literacy
The Utah Commission on Literacy began by Executive Order in 2003. The Commission's two goals are to (1) maximize the number of Utah's children that read at or above grade level by the end of the third grade; and to (2) maximize the number of Utah's children that read with an adult for at least twenty minutes every day. The Commission oversees the Summer Reading Challenge chaired by The First Lady.

The Commission has 16 member of which nine are standing members:
(1) Tami Pyfer, the governor's deputy for education
(2) Reed Spencer, a representative from the Utah State Office of Education
(3) Shar Lewis, a representative from the Utah Commission on Volunteers
(4) Linda Oda, a representative from the Office of Ethnic Affairs
(5) Ilene Mecham, a representative of the Parent Teacher Association
(6) a member of the Utah House of Representatives
(7) a member of the Utah State Senate
(8) a representative of the Utah Education Association
(9) Jeri Openshaw, a representative of the Utah public library

Created by Governor Olene S. Walker Executive Order Creating the Utah Commission on Literacy issued December 2, 2003. This was superceded by Governor Olene S. Walker Executive Order 2004-0011 Creating the Utah Commission on Literacy, December 22, 2004 (archived version) inviting The First Lady or First Gentleman to serve as the Honorary Chair of the commission.
