School-lunch Program
Prior to the 1946-47 school year, an agency of the United States Department of Agriculture—the Utah Field Service Branch, Production and Marketing Administration—administered directly the Federal funds and commodities allotted for Utah’s school-lunch program. The fact that the United States Department of Agriculture, rather than the U. S. Department of Education, was given control of the Federal grants-in-aid for school lunches, points up the Federal accent upon the use of surplus agricultural commodities in the lunch program. A permanent program for Federal aid for school lunches was enacted by the 1945 Congress. In accordance with this National School Lunch Act, the U. S. Department of Agriculture ceased to administer directly the use of Federal funds in the lunch program in public schools. The function of the Department, as related to state public schools, is now one of administrative auditing to insure fulfillment of Federal requirements. However, the Department of Agriculture continues to administer directly the lunch program in participating parochial and private schools, since these are not a part of the public school system. As of 1947, At the state level, the School Lunch Division of the State Board of Education administers both the State and Federal funds for the school-lunch program in the public schools. As noted above, the 1946-47 school year is the first in which the State Board of Education has administered Federal aid for school lunches.
